9.0 – Inspections
INTERNAL
Griffin Properties Ltd. will ensure regular inspections of worksites, tools, and equipment are conducted at all operational locations at intervals that will prevent the development of unsafe working conditions and/or environmental hazards.
EXTERNAL
Griffin Properties Ltd. will provide Board officers access to all operating locations as required by OHS Regulation, in a timely and considerate manner; no employee will:
- a) attempt to hinder, obstruct or interfere with a Board officer
- b) knowingly provide a Board officer with false information
- c) interfere with any monitoring equipment or device placed by a Board officer
PROCEDURE
General
- Regularly scheduled inspections of equipment do not alleviate the responsibility of the end-user to ensure the equipment is free of damage/defects prior to use.
- Anytime tools, machines, or equipment are found to be damaged or defective in a manner that affects safe operation, they will:
- a) not be used/operated
- b) be reported immediately to the supervisor or designate
- The site supervisor or designate receiving a report of any damaged or defective tools, machines, or equipment will determine if the tool, machine, or equipment:
- a) is safe for continued use, or
- b) needs to be removed from service immediately for repairs/maintenance
- All repair/maintenance of tools, machines, or equipment will be conducted in
- accordance with established company policy/procedure. (Repair & Maintenance)
Safety Inspections
- The site supervisor or designate of each operational worksite will conduct and document a pre-determined daily safety inspection; all results will be documented on the Safety Inspection form and filed in the safety file box. (OH&S Program)
- In addition to (1) the site supervisor or designate will conduct a hazard assessment in accordance with established company policy/procedure anytime a new job function involves a pre-determined critical task, and/or a deficiency is noted during an inspection. (Hazard Assessment)
Monthly Worksite Inspection
- The site supervisor or designate will conduct a pre-determined monthly program inspection and document results on the Monthly Worksite Inspection form.
- The completed Monthly Worksite Inspection form and all due diligence records
- compiled for central filing will be sent to head office in the designated Document
- Collection Folder.
Fire Extinguisher Inspections
- At least once every calendar month, the site supervisor or designate will inspect all fire extinguishers onsite for the following:
- a) annual inspection completed by a qualified technician
- b) fully charged
- c) hydro-static test date stamp (less than five years old)
- d) no damage to pin, safety strap, trigger, etc.
- e) tag intact and legible
- Upon completion, the inspector will document the inspection by initialing the tag
- attached to each fire extinguisher.
Ladder Inspections
- The site supervisor or designate of each construction project will conduct and document a weekly ladder inspection of all company ladders onsite.
- Ladder inspections will be documented on the Ladder Inspection sheet and will be
- kept for the duration of the construction project in the safety file box.
Scaffold Inspections
- The site supervisor or designate of each construction project will conduct and document a scaffold inspection for all newly erected scaffolding onsite prior to worker use; following the initial inspection regular inspection will occur on a weekly basis and will be performed on for all erected scaffold onsite.
- An additional scaffold inspection will be conducted immediately following any severe weather conditions, including high winds, heavy rain, snow, etc.
- Anytime a contractor is used to erect or maintain scaffolding onsite, that contractor will provide a copy of the installation or inspection report to the company; all related documentation will be kept for the duration of the project in the safety file box.
- Scaffold inspections will be documented on the Scaffold Inspection sheet and kept
- for the duration of the construction project in the safety file box.
Fall Protection Equipment Inspections
- All fall protection equipment will be visually inspected by a qualified person before use on each shift in accordance with OHS Regulation 11.9 including but not limited to inspecting all system components for damage and/or defects.
- In addition to (1) a weekly inspection of all fall protection equipment and system components will be conducted by a qualified person and documented on the Fall Protection Equipment Inspection sheet; all completed records will be kept in the safety file box.
- If the damaged or defective fall protection system component is a permanent fixture such as a permanent anchor point or a horizontal lifeline, that component will not be used until it has either been replaced, or inspected and re-certified by the manufacturer, an authorized agent of the manufacturer, or a certified engineer.
Mobile Equipment Pre-Shift Inspections
- Mobile equipment will be inspected by the operator before each shift, in accordance with OHS Regulation 16.34 to ensure the safe operating condition of the equipment.
- All pre-shift inspections will be documented on the Mobile Equipment Inspection
- sheet, or on the inspection sheet provided by the rental company and kept onsite in the
- safety file box.
Training
Employees will receive documented, onsite training of the following:
- a) policy and procedure
- b) practical hands on demonstration
Purpose
Griffin Properties recognizes that a comprehensive program of inspection is a critical part in the effectiveness of the Occupational Health and Safety Program and is committed to ensuring that such an inspection program is maintained on each project and at our permanent locations. Regular inspections serve both to identify unsafe conditions before they can result in accidents and to facilitate monitoring of the effectiveness of the safety program. Systematic examinations of facilities, tools, equipment, and procedures of workers at the job site will be conducted. All substandard conditions or practices will be identified and noted on the inspection report. Correction of unsafe or potentially unsafe conditions will be scheduled in accordance with their hazard priority.
General
- Any work-related activity that is identified during the inspection process as a suspected hazard will cease immediately and be handled in accordance with established company procedure. (Refusal of Unsafe Work)

Pre-Job Inspection
The site supervisor or designate will conduct an inspection of each new workplace prior to work commencing onsite and ensure all identified hazards are handled in accordance with established company procedure. (Hazard Assessments)
Monthly Worksite Inspection
- The site supervisor or designate will conduct a pre-determined worksite inspection on a monthly basis and document all results on the Monthly Worksite Inspection.
- The completed Monthly Worksite Inspections will be filed/kept in the worksite filing system.
Ongoing Worksite Inspection
All workers employed onsite will continually monitor their work area throughout their shift for any suspected hazards; all suspected hazards identified will be handled in accordance with established company procedure. (Refusal of Unsafe Work)
